Essential Duties & Responsibilities

Role Overview: A Senior Budget Analyst is responsible for managing the annual operating budget of software development and sustainment Portfolio at the Department of Veterans Affairs (VA). This includes performing multi-year planning (MYP), developing an annual Budget Operating Plan (BOP), and creating acquisition packages for software product and service procurements.

Responsibilities:  

  • Support VA customers by developing and executing an annual Budget Operating Plan (BOP) for their Product Line, to include multi-year planning estimates and an acquisition strategy for procuring IT products and services within the obligated funding amounts
  • Coordinate the MYP activities including preparation of sub-project justification forms and budget narratives
  • Provide day-to-day tracking of execution year funding
  • Monitor development and sustainment funding and track executions status throughout the fiscal year (FY)
  • Prepare unfunded requirements (UFR) documentation including acquisition plans and timelines, funds required, and impacts if not funded; lead all efforts to secure funding for UFRs or develop alternative
  • Develop and update budget execution artifacts
  • Provide Earned Value Management (EVM) reports if applicable
  • Serve as the change control coordinator by supporting collaboration among the various product lines with regards to change request tracking; prepare inputs to Change Requests (CR) including justifications and coordinate review and approval
  • Provide acquisition support services throughout all phases of the contracting life cycle, including preparation of procurement documents package and advisory support in preparation of artifacts such as Statement of Objectives, Performance Work Statements, and cost estimates.
  • Execute market research activities necessary to collect and analyze information about capabilities within the market to satisfy Product Line procurement needs and advise VA customers on findings
  • Prepare, submit, and validate budget status reports and monthly “actuals” for inclusion in the monthly OMB IT Dashboard submission
  • Develop responses to budget and acquisition related data calls reporting requirements, and status reports such as status report of acquisitions and progress towards contract awards, status of funding obligations.
  • Prepare and review, in coordination with the VA customer, the projects budget and financial reports and budget execution schedules, including Mid- and end-of-year reviews and projected spend plans
  • Facilitate Weekly Acquisition/Budget meetings in areas including status of acquisitions and budget for all four quarters of the Fiscal Year, Unfunded Requirements (UFR), and emerging issues or blockers to budget and acquisition task
  • Proactively strategize and promote efficiencies across Projects and Product Line
  • Provide input to create standardized tools, templates, budget, and acquisition trackers to facilitate budget data responses to facilitate coverage other projects and PLs
  • Facilitate executive-level virtual meetings; prepare meeting agenda, capture meeting minutes, and track outcomes and action items
  • Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices
  • Effectively create and maintain database tables, queries, and procedures, as required
  • Plan, monitor, and control relevant tasks outlined in the contract and statement of work
  • Maintain knowledge of Federal budget rules and regulations
  • Function as part of an integrated team sharing products, best practices, and information across the portfolio

Required Skills & Experience

  • Excellent verbal and written communication skills, including the ability to communicate with brevity and clarity
  • Federal employment or consulting experience
  • Financial-related experience
  • Familiarity with the Federal budget regulations and annual development cycle

Professional Certification(s): N/A  Either Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM))

Formal Education:  A Bachelor’s Degree in Business, Finance, Management Information Systems, or another applicable field

Years of Professional Experience:

5 years with degree

13 without degree

Desired Skills & Experience

  • Experience working as a contractor or an employee for the Department of Veterans Affairs (VA)
  • Experience with Rational Tools, Jira, GitHub, or other applicable agile testing tools
  • Ability to work under pressure, coordinate multiple assignments at once, and meet deadlines, while maintaining a positive attitude and providing exemplary customer service
  • High attention to detail
  • Strong problem-solving and analytical skills
  • Ability to grasp complex technologies easily, learn new information quickly, and adapt to changing job requirements

Physical Requirements

  • Ability to work productively, conduct professional business, and be available during normal business hours in a fully remote work environment
  • Required to travel at personal expense to nearest VA facility to get fingerprinted and obtain a PIV badge
  • Ability to clear a Moderate Risk Background Investigation
