Job Description
Essential Duties & Responsibilities
Role Overview: Congressional Affairs Analyst to serve as CACO support for the Secretary of the General Staff Chief of Staff – Staff Action Control Offer (SGS CSO-SACO) in Arlington, VA and remotely. A National Agency Check and Inquiries (NACI) or similar background investigation is required to be considered for this position. The candidate will support Government staff in the following:

Responsibilities:

  • Addressing all Congressional requests of ARNG, including Congressional requests from Soldiers, lawmakers, and executive agencies, and advocating on behalf of all ARNG soldiers nationwide
  • Use familiarity with government agency artifact writing and editing requirements to coordinate with multiple stakeholders, understand data calls, prepare, and brief executive-level artifacts, follow, and establish processes and procedures, facilitate, summarize, and track outcomes of meetings, including:
    • Developing comprehensive documentation and translating complex information into simple, polished, engaging content
    • Business process analysis as well as technical writing and editing
    • Create, review, submit and track highly visible documentation (including Congressional), coordinate actions and tasks, and facilitate training and meeting
      aspects
    • Focusing on format, style, grammar, and tone while researching, clarifying, writing, and designing printed material for mass distribution that may be used on
      official websites, e-mails, announcements, and reports 
    • When required, collaborate with or back up the Technical Writing support
  • Stay abreast of latest, key regulations and policies, then analyze and relay any needed authorization, allowance, guideline, policy, procedure, and process update
    recommendations – This includes tracking any Congressional floor actions, bills and amendments through the House, Senate, Conference sessions, Presidential updates, Office of Management and Budget (OMB) reports, Army Audit Agency (AAA), Department of Defense Inspector General, and Government Accountability Office (GAO) audits/reports
  • Route, analyze, and task advance policy inquiries to the appropriate stakeholders (especially for approval), in a timely manner, addressing all parts of the request while using the correct format, accurate data and audience-specific language – all in accordance with the NGB regulatory requirements
  • Use Enterprise Task Management Solution System (ETMS2) / Task Management Tool (TMT) and Microsoft Excel to track, provide summaries and submit any recommended actions related to policy related changes or impacts
  • Ensure the Congressional Affairs Program, including regulations and policies, understands authorizations, allowances, guidelines, procedures, and processes are
    documented 
  • Responsible for drafting official responses, controlling, analyzing, researching, and formulating written and telephonic requests from Members of Congress and their staffs, and Congressional Committees so they can make strategic choices that align with organizational priorities – This support function enhances transparency, accountability, and collaboration across the organization
  • Coordinate with ARNG Congressional Affairs Liaison to ensure travel policy understating when travel from primary place of performance in support of Congressional activities
  • Conduct necessary research and draft/review initial responses to report to SGS Deputy and Action Officers on White House and Congressional Inquiries sent to the Pentagon
  • Maintain proper protocols for classified information and timeliness and navigate government document, task, and process-tracking databases/repositories.

Basic Qualifications:

  • BA/BS degree and/or 10 or more years of Administration, Engagement, and Coordination experience
  • Ability to obtain NACI or similar clearance/background investigation
  • Qualified to lead high-visibility or mission critical aspects of a given program and performs all functional duties independently
  • Experience with successful Congressional Affairs liaising, reporting, awareness, taskers, preparation
  • In-depth experience tracking, analyzing, and summarizing Congressional legislation
  • Organized technical writing/editing
  • Knowing and learning proper protocols for classified information, maintains timeliness – navigating Enterprise Task Management System (ETMS)
  • Familiarity with Temple Army National Guard Readiness Center (TARC), coordinates with multiple stakeholders daily, understands data call requirements, coordination, and effective tracking, has worked with senior DoD executives
  • Experience preparing and briefing executive-level artifacts (trainings, SOPs), following and establishing processes and procedures, and facilitating, summarizing and tracking meeting outcomes
  • Demonstrated editing skills and comradery to share workload and responsibilities with the SACO support teammate
  • Use Technical Writing skills, including to backing up the SACO Technical Writer support.

Demonstrated Experience & Skills:

  • Experience creating, reviewing, submitting, and tracking highly visible documentation and coordinating related actions, preferably Congressional documents
  • Knowledgeable of ARNG and NGB document management systems and required processes, coordinates with multiple senior stakeholders daily, understands data call / action requirements, coordination, and effective tracking, and has a successful track record with Senior DoD executives
  • Experience with Congressional and/or Senior Executive-level reporting, awareness, taskers, preparation, and use of writing and editing skills to craft various well-polished, publicly-facing documentation, materials, and graphics
  • Ability to utilize soft skills and domain experience to effectively communicate and coordinate, and to manage conflicts or other challenges
